Is there a reason this is in the paths tab and not the water structures tab?

just decorative - if you want a quay with people on it try out my other Quayset(1-5)

Great, but how can I draw the quay? I have still "required shore!". I watch also wideo from Monaco 2 episode and there was not problem with this.
