Well, they are small divisions without equipment made just as "national police".
Other City States aren't even in game so there is no problem about that.
And at last, if it's a problem you can simply not use the mod :)

nice mod. tiny nations is something hoi4 lacks. in my opinion the free city of danzig should already be in the game. id also like to see the vatican city, as it was considered a soverign state in 1929, and san marino, who were also around during ww2

You could view theese countries as a challenge then. Luxembourg world conquest already exists, so now the new big thing will be Lichtenstein world conquest.

Sounds great.
Do you plan on making a "generic microstate focus tree"? Because the generic might be too "op" for theese states. For example a 70 day focus gives Danzig 3 new dockyards. Feels like a bit much.

Just another idea, but could you make the german occupation of Danzig(if they agree to it) that Germany not only annaxes the territory, but the troops as well, like it is with austria?

@Qayn, Kouta Seto, error, Germany wanted the city PLUS access to the infrastructure For a later war with URSS (that's why they would help Poland building infrastructure there). And anyway, it's a cool thing in my opinion.
