I think it is working (sort of), after jotting down the stats of the first Dwarf RoR unit Ekrund Miners I discovered that they are actually gaining stats as if they're levelling up but the unit rank remains at 9 with gold chevrons present even through manual battles and during the post battle summary.
I think they should appear at their actual rank during battle (bronze 1,2,3 silver etc) and that's why I thought nothing was happening.
I thought it may have been a mod conflict with one of my other mods as the level 60 heroes and lords mod has never really had trouble, but all my other mods are simple additional units (Guv's).
This was in a fresh Dwarf campaign as well as I wanted to rule out it not working in the middle of my Tomb Kings playthrough.
I am totally baffled.
