It works for me with - Hearts of Iron 1.13.6 [c387] (Kaiserreich (1521695605), Kaiserreich Music (1360299796) and this mod. Look for other mods that might cause issue or maybe you have subbed to old verison of Kaiserreich
You can make a starting tree with two options, "2x faster" or normal tree, and do some magic with ai_will_do so they always choose the "normal" one

You can give players a research boost when you load a new "faster" tree.
But as you can probably see now... You need to make a new tree for players with faster times ( cost = 5 instead of 10 in most situations) and one to choose your player/ai focus.
Biggest problem with that is that it's pretty much gonna be with a modset on a specific version (when focus tree changes).
Can you make it smarter? Yeah probably. But that's the way I thought about it in 2018 when the DLC came out.
