1. Close Cities completely
2. Subscribe to Overlayer v2 mod, linked above
3. Download the overlay image from Imgur , linked above
4. Put image in the folder, loction is listed above
5. Rename the overlay image "overlay" if it has another name
6. Start Cities, on Main Menu click Content Manager, then Mods on left hand side. Scroll to Overlayer v2 mod, activate it
7. Start of load existing city. a little blue button is now on the top left of your screen. Click that and wait a few seconds, and the overlay will appear :) Use the blue button to toggle on and off
