TV static hair can be addressed by assigning some of the outer bits of the hair to a new material and giving it the $transluscent "1" parameter. transluscent has anti aliasing and alphatest doesn't. the reason you want to use a mixture of both and not just transluscent is because transluscent has bad depth scaling
