I limited my challenge to only props and not ragdolls so I never worked with bones, really.
So good luck! Get started, you're going to use google ALOT. And to save you some frustration I added you on steam so feel free to just PM me anytime if your having any related problems. I can probably link you loads of tutorials. :)
To be honest, you don't need to know too much. To make this I had to learn a few things:
1. Blender 3D basics, witch means loading a 3D model ported by someone else (luxox_18 is the king), editing meshes and adding a physbox and exporting my edited mesh to source engine compatible files. Getting the textures to show up accordingly was probaly the hardest for me.
2. Learning the source engine model import workflow, this means knowing what to copy and paste where pretty much. This is the most rewarding since you get to see your props working in-game, or not and you need to redo something down the production line with that entity.
Before I started this pack I knew nothing about porting props, but the greatest joy was overcoming the obstacles and learning new skills.
You know what you and the community need, now its up to you to realize your idea.

Anyway, can you make police stuff too? Like belts, vests, holsters with a bone for placing CSS pistols without needing to adjust the position, and of course that's optional. It would surely get a fave from a lot of people, because equipment packs aren't really common. For a base you could get some from DayZ ARMA II or III mod and import into the game or from the cops from L4D2 and of course some stuff from CSS and CS:GO. I'd appretiate it if you did that.
