The promotion is permannent but it will take effect the next turn. In other words if your ship has three moves and circumnavigates on the second move, it does not get an extra move that turn for a total of four.

Winston: It's been awhile since I played Civ5, but I think it just notifies with a scrolling text from the unit that circumnavigates, but then all naval units should get the +1 bonus the next turn.

Winston: I think you just need to have visited all tiles horizontally at some point. The typical way is as you say to send a ship as early as possible. The +1 movement is quite powerful so it is generally worth it for a naval power.

steamapps\common\sid meier's civilization v\Assets\Gameplay\XML

Open GlobalDefines.xml in notepad

Find:

<Row Name="CIRCUMNAVIGATE_FREE_MOVES">
<Value>0</Value>
</Row>
Change the 0 in the tags to 1

I tested on single player, single payer with mods & hot seat with mods using Custom Advanced Setup Screen all offline with success. I got the movement notification & the actual +1 movement on all tests, EXCEPT On hot seat with mods using Custom Advanced Setup Screen mod in which I got the +1 movement for both Human players on the same team BUT NOT the notification. Also, there isn't a promotion icon, it's just obvious looking at default movement that's higher once you build a ship.

This makes me wonder why they didn't add more bonuses for exploring the unknown. Ruins and natural wonders are fine and all, but I always dug gaining gold and putting my name on random map features in Civilization Revolution on the 360. The game often takes a back seat to megalomaniacal world domination. BNW has helped with culture, a little, but exploration just seems that much weaker by comparison.

Donkwando: There's a notification if you're first and one if someone else is first; it's not a typical notification though. It doesn't appear on the side of the screen the way a notification for bombardment does. It's just writing in black on the screen; and it's part of the base game. All this mod likely does is change one number in the code (from 0 to one for the bonus for circumnavigating).
It used to be just part of the game itself but in one of their patches they took away the bonus (which was irritating and which messed up one of the achievements as the achievement is unlocked by getting the bonus).

I'm a little confused. Maybe I've just never been the first to circumnavigate, but I've had this mod active for many games (and tried to be the first one) and never received this reward. Is there supposed to be a notification of some kind for being first? Or a notification if somebody else has beat me to it? Thanks for the help.

@Tyrant Cage: That's why this is a mod and not something coded into the game. For players who like to explore, this mod is pretty nice, as it gives you a reward for doing just that.

I don't know. I really don't believe in forced circumnavigation. I think we should let people grow up and choose for themselves.

Good idea. I seem to remember there being a reward in Civ IV for the first one to prove the earth is round. They already have an announcement in this game. Nice.
