Believe me, I've been very frustrated with the RNGs myself, had to use console commands way too much than I care for :c

It's absolutely terrible to be inundated with negative traits and not being able to do anything about it.
Can you update it to 3.8? Seems a lot has changed with traits.
Even though this mod will probably be made redundant this is a big win. They picked up your idea.
(Hive mind authority getting access to righteous and iron fist) Your mod also allows them to get unifier but the three unity traits are the same trait with different names (they even work when you have the wrong one)
I call on Paradox's own code to award the level up bonus trait to leaders, the usual restriction (set by Paradox) applies. Either the bug is caused by Paradox's own code, or other mod(s) modified/override the official scripted effect in your game.
I just booted up a game and tested, my first machine empire governor cannot select righteous nor iron fist. I also tested my other mod's edicts. The governors purchased did not have either these traits.
The purpose of this mod was great and it did that perfectly. But this bug makes it more trouble than boon.
