I can only say, that those physics will make it a bit easier to control the body of the ragdoll with a physgun. My tip would be - use references for some poses and try to recreate it. This will give experience and you might have an easier time later with it.
Serverside. You may make it clientside, but this would lead to some bugs with defsult playermodels, notably desync problem (you see one thing, others sees another thing) if the server does not installed it.
Use this in multiplayer only when everyone on the server have this, including the host. If server dosen't have this addon installed - you got screwd models. Just disable it.
Check if addon installed properly and it you don't have any other addons that also changes physics to playermodels. Install this only if you need better posing for playermodels with physgun - otherwise use Ragdoll Mover or other physics changer.
Yes. For normal view you must install Day of Defeat: Source content otherwise Gmod will use "blur" and "weird" version of model.
Strange, I included only phys files of Playermodels but not HWM TF2 models...

В чём именно? Если не нравится гибкость - то решается очень легко. Отключением аддона.
Если не появилась гибкость - переустановка аддона.
Если на ребелов\ситизенов\зомби не действует - потому что описание не читали
Как описано в описании - делает модели Игроков гибкими для удобства создания поз из них. Предназначено в основном для тех, кто делает сцены с самим собой\друзьями
