I'm using NSC btw could that be the reason why?

For the second, set the locatorname to medium_gun_02. For the third and fourth set them to 01 and 02 but change the section_instance to 1.
Now the defens station has 2 power core, a fortress - 3 power core.

So, that is then . . 36 slots at least fully maxed out. 12 fortresses . . not quite 28 fortreses, but eh, still considerable :P
Does that mean they will reach 100k+ Fleet STR then? o.O
