pirates are great
can't come up with anything else for the little tune
It's already hard enough to fight wars when the AI start opening up systems that were previously guarded by strong enemies. Then you've got to deal with pirates spawning on the other side of the empire.
Definitely going to be using this to even the playing field a bit.

I think what they mean to say is, pirates only spawn near your borders in unoutposted systems for the player - the AI's 'unprotected, lawless frontier' never spawns pirates. So the AI isn't penalized for keeping its borders open, unlike the human player. Normally, that is.
What
