Nevermind, I discovered what was wrong: Gmod had not mounted my copies of HL2: episodes 1 and 2. Remounting them caused the flare to appear and work normally.

I tried to spawn a flare and got this error message:

You know, it's a shame that hunt down the Freeman came out to s u c k. A lot of the assets and textures in the game (the one's that aren't stolen at least) are actually pretty neat.

found out that using this mod: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1350666095&searchtext= appears to replace to flare

"Adds a flare entity that replicates the flare from Hunt Down The Freeman!", yeah that game that nobody played cause its so broken. It cant even load a second map to the one you start on.
