open XComWOTC_SoldierDevelopment.ini file
and modify this part, MaxMobility=14 -> MaxMobility=20 (or more, you want.)
same equal aim, MaxAim=100 -> MaxAim=(you want)

Health could follow the same logic as damaging Psi abilities but for damage taken without getting mortally wounded
as for Dodge . . . idk, flat chance to raise it every time they get hit but don't dodge?
Good thing is highly configurable
Well, I will disable everything and leave only the function to increase Combat Intelligence.
DashStatBoostChance = 0.0f ; Default = 0.1 % per dashed tile
DashStatBoost = 0 ; Default = 1
Everything else works very good.
Probably error.
Due to no health and dodge increase with the mod, I cannot turn off the covert action mechanic.

Re-read the Description again.
Open the Config File XComWOTC_SoldierDevelopment.ini
Change this entry from "true" to "false", bDisableCovertOpsStatBoosts=false
It's the first entry at the top that you can change so should be easy to find.
