Is this civ better for conquest, or culture?
I believe there has been ongoing attempts at reunification since 1903. It was last 2008 when the Bolivarian News Agency reported that Hugo Chavez announced the proposal of political restoration of Gran Colombia under the Bolivarian Revolution.
Since his unique ability fits this civ well, I guess there would be additions of cities from Colombia, Ecuador and Panama for Venezuela. Thus, Venezuela would rename itself to Gran Colombia.
Should Gran Colombia be revived, it would be the world's 14th largest economy behind South Korea and the 12th largest population behind Mexico. By 2050, Gran Colombia would have nearly 150 million citizens. Gran Colombia would also be the world's 10th largest nation by size.
