(at least for me it might have stopped working earlier)
Are you using any other vocalizer or radial menu mods? they conflict with it and won't work together
Make sure you deactivate other radial menus, like VOX vocalizer, since radial menus conflict with eachother, since it should be working, if it persists let me know and I'll take a look at it and see if it's an issue with the mod itsself
it's usually ` however it is ~ on american keyboards.
On other keyboards that don't have ~ you need to do the steps as I explained below:
Launch L4D2 and go to settings -> enable developer console. Go to Steam Library and right click L4D2 and choose launch properties. Write "-console". Next time when you start the game the console should appear.
After you do that, put in this: bind X "toggleconsole"
(replace X with any key you want to use to open and close the console in future)
Now you can press that key to open the console if the default ` or ~ doesn't work, be aware this only works in-game, not on the main menu.
After that you put the keybinds from the description in the console, and you'll be able to use the radial menu.

The console is used to put in specific commands (or cheat codes) you can use it to make your crosshair bigger or smaller, or adjust your field of view, as well as many other useful things.
First subscribe to the mod on the workshop, after it is downloaded open your console and type: bind 1 "+mouse_menu Tank"
Then in-game, press 1 and the radial menu will appear for you to use. (You can put any other key instead of 1, i used 1 as an example) do the same for the other 3 commands listed in the description
