Is there any way that you could create this Quay at about a 5th of the thickness? I am really really wanting to use these as retaining walls but they are so massive. I know there must be tons of people thinking the same thing so I am guessing that your answer is going to be no for some technical reason or other otherwise someone would have already done it.
This is a quay like the one that already exists in game. This one looks differently and it shaped slightly differently. They function the same, the point of this one is to offer a different look.
I built my road first before placing your quay.

There is still some small height issues but that requires more practice it seems.
