Instead of using mean_time_to_happen, you could use an on_action.
In the folder common/on_actions, add a .txt "npm_on_actions" containing this:

^This will guarantee your mod starts immediately (or perhaps within the 1st day) when starting a game. Though you will need to remove the mean_time_to_happen from the original event.

In any case, this thing mixed with the modifiers added with the Missions Expanded make the provinces really feel alive.
One suggestion though: Can you move the province modifier for mount fuji to the province of Kai (its ID 1029 iirc) as it is a more accurate location?

Province modifiers are now activated by an event at the start of the game. You only need to wait a few days and it will be triggered. The mod doesn't use the history files anymore.
Now you can use this mod with mods that change the province history files, but if they change the provinces' ID instead of adding more to the sequence (as paradox does when they create new provinces) the New Province Modifiers will be placed on the wrong spots.
I had an idea for something more though. Maybe you can add a modifier for the fertile black soil (chernozem) for regions of Belarus, Ukraine and western Russia which produce grain? Would fit in nicely and give more stuff for Russia.

For provinces, it would enhance compatibility greatly to make these modifers activate by a hidden event at start, rather than editing the province history files. Beyond Typus plays with the development, ET with the cultures+religions, Paradox with how many there are and whatever little tweaks they feel like making to them. Modifiers by event rather than editing the province histories would ensure that the mod works in a lot more of these different scenarios, and reduce the overall filesize.
