Report a translation problem
I am not sure whether this works because I don't know whether placing terraforming tools twice can force steeper terrain than normal conditions. Also you can try only place the lower terraform tools but fill the gap with surface network or ploppable asphalt (which I believe works).
If you build the retaining walls very close to the railway so that there is no gap, then you only need to use terraforming tools once. I am using this solution and it works.

No matter what I try, I absolutely cannot even get the terrain on the same level as the wall. Any tips?
Now I can build a hill city.
