You most likely didn't enable the mod in-game. Most of the people that came here before you saying one of my mods didn't work for them were people that didn't known mods have to be enabled in-game per save file just the DLCs.

i also had tried to move it to the top of the load order and i still was only able to pick up around 6
There is no mod that allows journal stacking because it's impossible with how the game works, try this mod https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1372094036 it register the pages if you open them inside a dungeon than you can just discard the page.
Anyway increased Heirlooms and both Minor and Rare Antique stacks to 999.
Since I was increasing those stacks I also took the oportunity to do something I have wanted to do for a while now. So I updated the mod by removing all edited base/dlc files and instead created it's own mod files for increased compatibility.
So now this mod differently from all other inventory mods currently out there is now compatible with Pitch Black Dungeon, however PBD specific itens are not affected only the base game ones will be affected.
That is the effect of having mod original files intead of editing base game ones, instead of containing all game settings it only needs the settings I want to change and drastically increases compatibility.
So the only possibilities I can think of are:
1st - it's very unlikely this is the case, but mods are recognized on game start up so you subscribed with the already running it would not show up till you close than game than reopen it again.
2nd - also very unlikely, but maybe the mod hasn't fully downloaded, try unsubscribing wait a few seconds for steam to delete the mod files than subscribe again.
3rd - have you tried verifying the game files? Right click Darkest Dungeon on your library select Properties > Local Files > Verify Integrity of Game Files then wait for it to finish. It will scan the game files and look for corrupted files then redownload the files if needed.
The thing is even if the mod was not working or was outdated it would still show up on the list it's recognized as a mod by the game as long project.xml is there. Actually without that file the mod can't even be uploaded to the workshop. There is also modfiles.txt which tells the game to load the files on the mod folder if not generated properly the mod would not work or even just crash once you load a save file, however even than it would still showup on the list.
The problems with Inventory mods only show by starting a new dungeon that is not the old road.
The Old Road works fine, but entering a different dungeon will crash the game. loading into an existing dungeon should also work fine.
