It's at the top of the load chain, only mod active, no changes applied to the game
The mod will be automatically active on load.
I'm not sure what restrictions the game implements for modded online play though.

It's not terribly difficult if you're familiar with altering/merging extisting mods and are
comfortable using notepad++. It's mostly editing .dat files and adding in missing integers.
But honestly it's just easier to do it myself. I usually try to add compatibility for popular class mods but I haven't had much time to keep it up to date. If there's any class mod in particular you would like to see added feel free to list it here and i'll see what I can do.
If that all checks out try redownloading the mod. Occasionally Steams servers bug out and give broken downloads.
Technically you can use both as long as you place ECC a the top of the load order. You shouldn't need it ECC (along side TL2E) unless you're also using one the the supported custom classes.

You can check what mods are required by each character by clicking the the arrow icon on the far mid-right of the screen in game. If Deacos mod was loaded first and is labeled "required", ECC will not be required and can be removed without issue and vice versa.
Do note if you uninstall Deacos mod while using a included custom class you will need to download that class separately to continue playing that charater.
