It's the whiny nature of Morty's voice that makes it *seem* louder. It pierces the ear more effortlessly than the others. And if I ever remake the pack, I won't amplify his samples as much.
I think you may be overstating the problem a bit; you're the only person complaining about it. But I do understand where you're coming from. If you don't like Morty, don't use Morty.
My XCOM 2 modding days are over and done. It takes a great deal of time and effort to make these voicepacks. If or when I remake them for XCOM 3, I'll keep your criticism in mind and watch Morty's volume.
I'll keep your complaint in mind if XCOM3 is moddable, and I remake it.

like mod wise?
(wanted to be comic artist growing up, freshman year of college my pen and ink prof said "you can't see the forest through the trees", I was like WTF does that mean? 20 years later, oh, he was saying if you focus too much on the details, you miss the big picture. ok then just say that, ya inscrutable flake)
Thank you for the nice words though, feedback like that is always a treat. Feedback like that keeps me going. On the subject of voicepacks, I thought I was pretty much finished, aside from updating the Archer packs when the current season is finished. But ... I'm not. I'm currently working my way through Community, and after that, maybe Brooklyn 99. I love the idea of playing with a Captain Holt pack. And a Rosa pack. And hell, all of them. They're all such great characters.
I am keeping all of my original sound files handy, with the intention of porting many of my voicepacks to XCOM 3, assuming it's moddable.
A formerly brilliant scientist, Rick Sanchez is no use to anyone in the lab anymore. His cynicism, alcoholism, lack of conventional morality, and his anti-authoritarian views makes him problematic at best.
Rick clearly doesn't respect Dr. Tygan in any sense, and his relationship with Shen can be tumultuous at times. The only reason we haven't shown him the door is that he makes a brutally effective field-agent, capable of ingenious solutions to near-impossible tasks.
The only voice mods I have left on my radar are updates to my Archer series when the current season wraps.
Please do a Troy and Abed from Community pack, I'd love to have a Harmon-verse squad to start WotC.
Both this mod's Morty and the Mordin voice have the TemplateName "MaleVoice1_MOR", which causes the whichever loads first to replace the other in the voice selection screen under soldier customization. I've changed the TemplateName for Morty's voice to ""MaleVoice1_MORT" and wherever else it appeared, which seems to have fixed the issue.
