Do you mean in the Sandbox Level?
No, thats not possible. But you can use them in the editor if you want to create a level.
Is it ok if i can tweak these faces in photoshop just a little still giving full credit to you?
Of course. I made these for that purpose.
You should be able to find the custom texture section under "settings" when you're in the level editor.

Maybe you could try to verify the game files, unsubscribe and subscribe to the texture pack again, make sure steam downloaded the textures properly and maybe reinstall the game if it doesn't work or change to a different version in the steam settings of PtTR.
Does that happen with other texture packs too?
Maybe try restarting the game. I haven't encountered this bug before, so I don't know if it works.

Make sure you subscribed and once you're in level editor, click 'settings'. There you should see the custom texture section.
I think one day I'll make a Dark Souls Texture Pack. That should be kinda close to that idea.

Once you're in the editor go to settings and add the custom textures to your level.
And in case you want to see them in the Halloween Town level, I'm working on adding them atm.
