I don't know why. I'll try to debug...
I was also able to make a custom width tooltip with less line spacing to better support large numbers of promotions. Along with adding a terrain modifier to go along with the fortification bonus. Feel free to adopt any of those changes back into this mod.

But with new game ( check with Askia , warrior have 2 initial promotions ) work fine. I suggest you to begin new game with all mods. For me work fine.

and your description tooltip thingy as well but it just doesn't work lol. It's activated as well.
Do you have to start a new game in order for the mod to work? Cause' I downloaded it after starting a game and it was late-era as well.
Normally, i browse all promotions and list all , i just group only basically promitions that i can sum %. So i think it must work. Tell me.
I encountered the annoying problem of unreadable promotions (cuz they flow over to the left) when playing a Confederate States mod which does the following: when a unit enters battle for the very first time, it recieves a Confederate general as a promotion. This promotion will be the leftmost in the unit panel. In the early game when units had few promotions, I could hover over this promotion where it said a short information about that general and the effect it has on the unit. But in the late game I couldn't do this because of too many promotions.
My question is: does this mod display even these special promotions which are from another mod or only the promotions which the game basically has?

Like i have previous said, unitpanel.lua have been overriden by another mods ( thinks this is the problem of you ). Sure that yours problems, bacause Unitpanel.lua can be overriden by a lot of mods.... A mod that enhance display leftbottom information unit is can be the trouble for example.... And if it is, the only solution is to cut/paste my code into the real unitpanel.lua file that be currently used....Civ not merge file ....
Second, units have too many promotions to display in one tooltip. ( never happen to me except when i have made my test with all promotions of units to display :) )
