Because Pimp My Ride use they own hoverbike.lua.
The reasoning behind my opinion is this:
1) The boat provides a platform for fighting or jumping far more easily than a hoverbike does.
2) The boat is far less likely to get damaged by accident. The only real way that the boat can be damaged in melee is with intent to do so. With ranged weapons, it is far more feasible to accidentally shoot the boat. In any case, procedurally generated air monsters will likely not hit the boat.
In conclusion, I must say that the boat, while having a high price, it still has it's uses even with this mod. Just so I am being clear: I am not saying that the hoverbike is useless or crummy in any way. I am merely saying that the boat is still useful for what is was designed to do.
