A better way to remove all the zombies is to use these commands depending on what zombie NPCs are spawned:

ent_remove_all npc_zombie
ent_remove_all npc_zombie_torso
npc_zombine
ent_remove_all npc_poisonzombie
ent_remove_all npc_fastzombie
ent_remove_all npc_fastzombie_torso

And for headcrabs:
ent_remove_all npc_headcrab
ent_remove_all npc_headcrab_black
ent_remove_all npc_headcrab_fast

CSS is required because this map uses textures from that game. without it the map will still run but you will get errors. you can get the textures for CSS online for free if you search around on google.

Question my man! Why do you need CSS for this?
