I get Diplomatic being very counterable, but what counters can be done against tourism other than getting more culture to only minnorly slow down it's inevitable timer, or killing the culture Civ itself!?
And then between you and me, my boyfriend civ modder also is very tired of making mods himself it seems. DX

I will say that the club room, being a public school, given at the start, producing tourism and building up a great writer at near the start of the game, is pretty insane. When in the normal game, you have to get the Parthenon wonder to have the first source of tourism in the game, and only in classical era, or wait even longer to get the writer's guild which normally is the only great writer slots in the game and does not make tourism on the buildings own, and can only build it in one city unlike public schools...
at that rate it would maybe still be troublesome if she didn't have the palace and just this public school to start, would still start influencing anyone before they can get culture buildings and far before they get their own tourism.

(Was hoping for somthing more "meta" and on the complexity level of Holo but even trying to recreate that would be insane for most)
I had a UA idea that if she became culture dominate over a NONPLAYER civ, she could full on delete them, remove all their cities, or at least all but their capital(though would be useless against one city civs of course). Till in the end, all there is her and the player.
Another idea, that she seems just fine, friendly, calming, culture turtling Civ, with normal music, dioluge, ect. when you are at peace with her. But when you go to war with her, everything loses it's shit, and units that she kept in her borders, lethal but suicidal Yuri units, Fast and scary neck snaped Natsuki's... and "suicide forests" improvments start being bult... ok maybe all that is a little to... Edgey, but I'm sure the player would hang in there...
