Report a translation problem
None of those mods change province history in France at all, so they all should be compatible.
I get a lot of these reports, of mods just failing to do anything, and I don't think it's anything wrong with my mods, because they work for plenty of other people. I think you are a victim of the steam-workshop-failing-to-download-correctly bug, which is common for all mods.

descision to join holy roman empire
I just tested it right now and it works fine for me. Sounds like there's a problem with either a) making compatible b) enabling or c) downloading the mod.
Make sure you're not running any other mods at the same time - if you are, then tell me what the mods are and I'll test to see if they are compatible with United France.
If you aren't using any other mods, I'd double check if the mod is really enabled in the mod loader. Sometimes it doesn't enable it even when you click on it, try disabling and then reenabling it a couple of times.
And if all those things don't work, I'd try unsubscribing, deleting the mod files ( C:\Users\[your name]\Paradox Interactive\Europa Universalis IV\mod\ , united_france.mod and united_france.zip ), and then resubscribing.
I already addressed Alsace and Lorraine in previous comments. But as for Sale and Connard, I do not recognize those province names. Could you clarify?
Yeah I would've given those provinces to France, but in EU4 those provinces are shaped really weirdly, and would've made the eastern border of France have a weird bulge. So I went for a cleaner look.
