If thats the case they changed the name of the skill effect this is utilizing. sorry, if thats the case this is a dead mod unless someone finds its new name, feel free to republish this mod if you can fix it :P

oops, this change was only made in CTA and not this version. The fish should be available in the general merchant in any town.

I am pretty sure if you full clear the quests in act 2 you will find the quest that unlocks the NPC, but if you progress to act 3 it is unlocked no matter what.

the vendor apears in act 2 and beyond, you have to unlock it in a quest

was excited to get the fish on my main char, but cannot seem to find the vendor on my alts..is there only one per "account"? great mod though

its is, in combine them all the fish has been moved to the collector of fine goods and It costs 600k. so you have two options, use this mod for the cheap one that is available starting act 1 at the merchant, or use the version inside combine them all which is set at a higher price and is a little harder to get (have to unlock the merchant in act 2 or reach act 3).
