That's how the game works, the random seed doesn't change. You will always get the same outcomes unless something else that makes use of randomness happens in the meanwhile.

I tried to replay the same save three times. All three times roulette gives out the same countries when generating. What am I doing wrong?

Yeah Paradox really fucked up this time. With launcher updates. Stellaris did fine, eu4 did pretty ok. ck2 i believe did fine. But hoi4's launcher update is just broken.

I am aware that this mod is not working anymore. My attempts to upload a fix have failed due to launcher issues. I have contacted Paradox and will update this mod as soon as I am able to.

It must be some other mod that is causing the crash.
