I think that head shot damage should go back to normal but keep the increased health on body shots. This would keep the enemies tankier and more of a threat, but wouldn't make them complete bullet sponges by encouraging players to go for headshots and would give players the ability to leverage good aim. I think this would make the difficulty a bit more skill oriented instead of a slug fest, which it kind of is.
I completed it with three bots, so it is definitely doable even for solo players. :)

Also some weapons seems a bit underwelming because of the stagger resistence (Mostly flail for me) but it isnt a big issue with a krubber and slayer.

Really interesting way to increase the difficulty, but increasing spawnrates, and maybe increasing the cap for number of bosses on map would be more fitting for the Vermintide 2 style. It goes for mass over power.
But yeah the mod's a lot of fun, and nice work. :)
