Here's how the garage area works: You have to find lockpicks first in that area, you can't unlock or open anything until you've found lockpicks. The first part for the car that you can find is the one in the police van, after unlocking that you get the gas can and the garage keycard for the gate further away. So you've refilled the car with gas, you open the garage gate, grab the battery and the fedex key, put the battery in the car and unlock the fedex van. Grab the tire and put it back to the car. And you're done.
This is how I designed it, but if you ignore the first car part for example then yes you need to pick it up again because you've gone to far away and the map reset itself (also nothing I can do about)
But if you really insist on spoilers here they are: Card and gas can is in the police van, back tire is in the fedex van and the engine is behind the garage gate which you unlock with the card from the police van, lockpicks can be found at the electric water area v
