Most of the time you won't see the difference. however when there is imperfections in the art itself, it will make those imperfections greater and cause problems.
An example is the loading screen to the weald. It is really hard to notice but there are two different shades of brownish-black in the door way. It's really hard to see but it's there. The compressed loading screen version made this 100% more visible instead of being pretty much hidden for most people.
