So why not have like 10 Naban port max, 4 tier 4 economic buildinsg max of each, And 2 for legendaries schools... I don't know for boshin and rise I only play extended for venella campaign.
I believe you can just jump in. Of course, I'm not sure what would happen if your settlements were in the middle of building a tier 4 building.
As for TWCenter, yeah, that's true, unless you contact manually contact a modder or two for help, but even that's a tossup sometimes.
Because on twcenter i will propably wait year or two for an answer.

I'm currently creating a mod with some new fancy tools. Once I finish that, I'll create a unit cap mod for the three campaigns.
:v opss. caplock got stucked haha. Does the Ai, use the additional feature? would be awesome and fun if the ai army is more decent
I recommend the Additional encampment and regional specialty buildings (all versions) mod. It adds two additional building lines that are the copies of the Encampment and regional specialty buildings.
It certainly won't make every province automatically have a blacksmith, but you can put a mod blacksmith in every province. I like to put it in a province that already has a blacksmith for double the added armor on my units.
I took a look at the Double Economy mod files.
I don't see any that theoritically conflicts with the Unlimmited Tier 4 Buildings mod.
Do both mods work in your campaign?

Since it edits the tier 4 buildings, it theoretically does conflict, but I'll try and see if I can make a version similar to that one.
