I've solved the problem with my game. If you wish i could try your mod out in my even lower level character. About 5 level or so.

Well alright do what you wish man its your mod after all. Also i might be able to test the dragonborn mod for you in my newest character. About 32 level i think. But i cant right now because i got a crash to desktop problem..

Yeah, I've made one for Dragonborn, but the problem with it is that I haven't taken the time to playtest it at lower levels. When I played dragonborn, I was level 72 with level 100 in every skill and just kinda sped through it. I'm not gonna release it until I get the gumption to play through the game again and do the dragonborn part of things at a lower level.

Well, I ticked down the duration to 5 seconds. I tried doing a 5 second effect duration with a 20 magnitude, which would make it the same DPS as vanilla, but I hated it and could barely see it do anything. When I saw it doing stuff and found it personally enjoyable to use is when I stopped tweaking it.
I'll revisit it next play through.

Man dont you think drain vitality is a bit OP for like just 9 sec cd? In vanilla it used to deal about 150 dmg in its full function. It also does magicka and stamina damage im thinking that a small rebalance seems a good idea. I love your vanilla mod and and making the drain vitality the same cd as the fire/frost breath would be much better. At least the third word.

you mean like Sheogorath's Call of Maddness? Or some of the player-made shouts? Naw, I doubt I ever would. It'd probably be easier to just go in and edit their mod file yourself than to deal with all the interdependencies and things. Like, I could do it, but you'd have to have the exact same mods installed that I do before it'd work.

Have you ever considered doing versions of these mods for shouts from other mods? If that made any sense...

you need both versions--it was requested to keep them seperate so that people who don't own all the DLC can still leverage it.

Make that 3 shouts--there are 4 in dragonborn, but I haven't played it enough to make a good combat-ready mod out of it. I'm basically putting all my modding time into my upcoming "expanded destruction" mod, which will make all destruction spell effects available at all levels, with appropriate mana costs and damage for the skill level.
It's taking me a long time because I'm trying to get the visuals and the hit-area on each spell to scale down and up from the vanilla offerings, and doing so requires quite a bit of tweaking.

I might make minor tweaks in the future--but it's workable. There are only four shouts in dawnguard, I'll throw up the changes in the description.
