Yeah I am the creator of it, I have it 90% done but I just couldn't find time to finish it up, until now. Hopefully I'll manage to release it in upcoming few weeks.

Unforunatelly no, P2 modding is working in a way that you can either make a workshop mod or manual installation mod, not both in one.
You technically could edit the mod but I'm not sure if you have the know-hows to do it. It would be easier to get xPatch as it allows achievements while using worlshop comtent. The only issue is that its uncompatible with latest offcial build so you'd need to downgrade or wait for xPatch 3.0
