I think the stats should look like this :

Pros – 10% Faster Charge Rate, Ammo is Clip Action and Semiautomatic (5 Rounds per Clip, 5 Clips)
Cons – 35% Damage Penalty on Bodyshots, -15% Reload Speed
Cosmetic Feature – Heads Blow Up, and the Brain Falls Out

Stat Idea:
Bodyshots Deal No Damage
Every Headshot Adds 10 Charge rate, reload rate, and fire rate
Every Bodyshot or miss reduced the charge rate, reload rate, and fire rate
When You Do bodyshot it says "Miss" As in the bonk, When You Miss Completely It Says "Nope"
