If you put the demo charge right were it says to put the charge, the metal fence will be destroyed, and you can enter the building. Put the demo charge right on the task marker, right in front of the door.
There are no enemy units placed at the extraction point. If a enemy unit got glitched into the street, it happened after mission start. Go back to one of your save points, or restart the mission.
