You can still do this manually.

Go to the path Steam\steamapps\common\Hearts of Iron IV\common\defines and open 00_defines.lua.

Press "Ctrl+F" and type "MAX_EQUIPMENT_RESOURCES_NEED" to jump to the area and change it from a 3 to a 0.

Then press Ctrl + F and look for "PRODUCTION_RESOURCE_LACK_PENALTY" and change it from a -0.05 to a 0.00. You don't need the mod for it to work.

For anyone wondering how to fix this yourselves, just go into the defines file for the game find the line 473 that should say MAX_EQUIPMENT_RESOURCES_NEED and change it from 3 to 0. It does exactly what this mod does, but changes the production line from red to green
