I think since your windows is in German and the bat file is in English its not working because your windows is expecting German so it sees the bat file as gibberish. so the bat file would need to be rewritten in German. but I don't know how to code in German. Sorry
I think it has to be in English, not sure. but if your getting access restricted you might need to run it as administrator. right click on changestat.bat and click run as admin
