Can you do a mod of "Q" the character from Street Fighter 3? Is very similar in design to this one =)

Love the mod, have one problem/question. The jetpack is showing up a LOT on new soldiers. Like 25%. Does anyone have any idea how to eliminate that. The one part of this mod I don't like is the jetpack.
