Unfortunately, the tf_bot_add command specifically doesn't allow class names as actual names - the reason why the Heavy bot got through is the internal class name is 'heavyweapons'.
If you want to try adding classes precisely, try using this syntax:
tf_bot_add [amount] [team] [class] ["name"] [difficulty].
For example, adding a red soldier would be this:
"tf_bot_add 1 red soldier "RED Soldier" normal".
