I have now listed some of the Mods I think that could either help or fix the problem you're having.

I use Fine Road Anarchy, Fine Road Heights, Network Extensions 2, Move it....

I think they would be the main mods that would be needed (maybe not Move It, but everyone should have that anyway ).

Can't place it on my assests editor after turn off the Rico mod. Don't Load it but just start with a new editor, it will say too steep slopes when place it.

I am thinking that I didn't subscribe to some mods that you have such as Advanced Road Anarchy which is reported broken.

The placement issue you have may have something to do with a Mod??? Especially considering you have an issue with the road tab in asset manager.

Have a look and check your mods against what works and what doesn't and turn off the Rico mod/s if you have either of them, and see if that makes any difference.

I'm flat out with work atm, so I haven't been able to test it myself - I will do as soon as I get the chance though.

There are only two dlc that I didn't buy, nature disaster and parklife.

When I tried to place it, it will go underground mode just like you are building a tunnel while the normal intersection don't.
I think this might be the reason that you are not allowed to place a offramp in the tunnel mode. I don't know why will this happen. Maybe you could try to place it in a new map.

Unfortunately I can't load my road tab in the assests manager for some reason so I can't try to fix it.

I've never had that problem, but it could be caused by something that I don't use.

What DLC have you got installed?

I have them all now, but I did the upgrade without any of the paid ones. I haven't tried to place it in a game since I got all the DLC.

I will get back to you when I get some time in the next few days.

I can't place it even on a flatland and it still errors with "It should be place on the flatland"

I approve! I'm kinda glad youdid this as I really couldn't bring myself to do it as my ocd just hates the way the exits look if they are in the correct places and not overlapping to make my design work :D
