Maybe because Steam has so much Very F * cking Beutiful mod downloader, go to the addons folder and delete PMC Combines and also check ALL the mods .

suggestion: maybe either tweak the combine soldier skin. or maybe replace the soldier with the pmc prison guard model. the current soldier looks, off
