though that was in the character pool, I have no idea about if this affects the campaign or not.
(also would it be ok if you can make solo left and right arms so we can fit shoulder pads to them? I don't use UCR ^^;;)

The ONLY viable fix (for me) was to copy the character to the pool, create a new toon and duplicate their stats in the terminal, finally using the pool to duplicate their gear/looks.
Then remove this mod, and use the 'get rid of missing mods" by @sq_paradox to clean up the error messages.
It was doubly annoying as it always happened to my best Psionics...which of course is Murphy's Law AND expected as those would be the troops most likely to use this type of armor.
The net result is everytime this armour is put on and taken off, the unit looses 25 Will. This can end up with a soldier having max negative will, but a current score of 1 (minimum current will). The game gets confused as this state should never happen and decides the unit is shaken until recovered (which also can't happen as it can't recover from 1 to -x)
IIRC the bonus values are in the config and if you don't mind missing out on the will bonus you can set the value to 0, which effectively negates the problem.
You could also try using the Additional Soldier Console commands to fix any broken units with the "SetSelectedSoldiersStat eStat_Will ## true" command, but I've never tried that personally.
(Bugfix/QOL/UI/Uniforms/Maps/Enemies...pretty much the gamut.) I've tried to bisect this and NOTHING shows up as a conflict either with AML or anything else that I can easily determine. The 375 work very well and the ONLY real gotchas I've come across are the ever increasing save bug and this one.
This one? The soldier is tired, gets to the point of being ready and then instead of going 'ready' they go perma-shaken. It might have something to do with whether they have that armor on in the barracks, but by that time it is too late to fix without deleting the affected trooper and just rebuilding a new toon via terminal and character pool.
This issue has happened to me in three campaigns and happens when the mod is installed. I have zero issues with perma-shaken soldiers when NOT using this mod.
I too would like this fixed as I liked the armor, but I don't miss it...nor do I miss perma-shaken soldiers.
The fix from @SoundwaveSuperior will ONLY work if the solder hasn't been revitalized. If you have previously done that, there are only one or two missions that might work (Avenger Base defense comes to mind...but if you've already done that mission, it is scrub and remake.)
Your fix work but it is painful to keep your soldier waiting for that kind of mission...
If a soldier is shaken with negative or zero MAXIMUM will (not current, their total must be zero or negative!), and is thus shaken forever, you need to set their maximum will to a positive number via console commands (SetSoldierStat eStat_Will 50 "SoldierFirstName SoldierLastName" 1), (note this IS CASE SENSITIVE, if your soldier has random caps in their name the command MUST include them. Replace the 50 with whatever you want their new max will to be.)
THEN, after you've done that, you need to go into a mission that lets you send gravely wounded soldiers (Avenger UFO defence worked for me, chosen defence probably would too), and MAKE SURE the shaken soldiers are selected. After the mission is complete, as long as their will is still positive by the end (might want to just use killallais after running to the objective to make sure) they will be back to normal.

Due to a bug, the armor removes 25 will when you unequip it permanently, so if you remove it multiple times your soldier will end up with negative max will and be Shaken forever.
Using the healallsoldiers command doesn't fix it, using commands to set max will back to positive doesn't fix it, and you can't use the Hypervital Module to fix it either. As far as I am aware there is no way of making them be unshaken after their max will becomes 0.
Alternatively can you make a cosmetic version only?
You should try and contact the LWotC discord // ModJam team and ask for help there.
LWotC uses a LWTemplateMods setup to make items single-build in engineering (eg the Spider Suit), this would need to be repeated for this armour.
But there should by mod tools out there to do this. Are you running LWotC or CI or Proving Ground Overhaul? .. as in .. which mod setup do you need to make this item single-build for ?
It doesn't make them "buildable in engineering"
