Vikingref, you're right they're definitely not police.

That being said, they are in use for rail, subway, trucking or bus incidents of accidents, breakdowns etc.

They're not just used for train situations!

Not police, nor Department of Transportation but used by certain subway (metro) supervisors. Equipped with blue lights and sirens for train emergencies.
