I'll look into it.
This building had a restriction to be built only on the capital, but for some weird reason this made that other capital players had the Elven Halls.
Now, this building only has the restriction to one instance per player.
These mods are the sort of thing I always want to do but am to lazy to get around to.
About the balancing of the civilizations, I wanted to make them more or less balanced with the civilizations of this mod. It is difficult to consider which ones are too powerful or too weak, I’m open to suggestions of which leaders or improvements should be changed.
I had this issue when playing Dior. I have your other middle earth mod and your ASOI&F mod running as well as Steel Legion and Yet (not) another map pack running which I suppose could potentially be causing a conflict.
