Sometimes the Steam Client won't download a Workshop mod properly, or L4D2 just needs to restart. It's best if you download mods while the game is closed and you allow the Steam Client time to download the mod.
I recently experienced a similar issue a week ago, but after restarting the game the textures were fixed.

for some reason bill is the pink-black checkerboard so he has missing textures is there a way i can fix this?

Any possibility for there being a Voice pack mod to go along with this?

There's no need to ask for help, that's just how the particle effect works.

On a side note, I noticed that you asked Tя!cky ツ if the Chery Cig mod would work, and he showed it off with a screenshot. That's awesome!

You can ask Jules to help you with Cig smoke particles for default Bill Cig.

The first link won't as it actually replaces the Bill model.
The second link will work, as it is just a texture mod that uses the Smoke mod from the first link.

So guys, I've been debating if I should give Snake a cigarette, like Bill.

What do you guys think? Should Snake have one? Should it only be for the Bill version?

1. Is it possible to separate Bill Corpse from the Player model because I might subscribe another Bill Model and live Snake as Bill corpse?

2. Make some glow equipment like The Division (watch, belt, equipment, etc.)

Nope, I did that model too (last screenshot). Make sure that you don't have any other Bill mods that are conflicting with the mod. Even if you don't think you have anything that could conflict, it's always good to check to make sure.

If you don't have any conflictions and are still not seeing Bill's dead body replaced, than the Steam Workshop didn't download the mod properly. That can happen, sadly. Your best bet there is to Unsubscribe, delete the VPK file in your workshop folder inside your addons folder titled 1515757199.vpk. Resubscribe to the mod and let the Steam Client download it.

It's always best to download addons when the game is closed. It lessens the likelyhood of a corrupted addon.
