Found another Bug, if have a spy in another city i can expend citizens in this city to gain a specialist slot ;)

@Mydgard, yea that's a mistake. Must have forgotten to add the txt_key in question or named it something different. Sorry about that and thanks for the heads up.

Found probably a bug related this mod: i actualy play a game as shulgi and no other DMS installed. Just found a city state with a name of "TXT_KEY_CITYSTATE_DMS_SHUNGWAYA" :) Thats probably not intended? Maybe a problem as i use Barbarians Evolve into city states as well?!

I've also found that if you expend citizens before you found a panteon you will receive very few followers of your pantheon.

Really nice civ! However, the expend citizen button is really easy to hit by mistake when your going for the return to map button. Maybe move it to the top under the cityname or add a are you sure question.

Thanks for still releasing Civ 5 mods! Exciting to see on Wikia there's even more up your sleeve!

Was thinking about the Etemenniguru though: wouldn't that be more of a World Wonder instead of a building available to all cities, since unless I'm mistaken it was just the ziggurat specifically in Ur?

Sure thing! I really like the idea of this civs special ability, particularly in regards to the control it gains over it's own population and happiness

It's always been annoying to me when I settle a new city but I have to keep it's population low since it'll kill my happiness to let it grow

Currently I'm torn with this civ whether it is actually worth using the UA in the Capital, it's a heavy cost to have your capital slow it's production and growth.

Speaking of, I'm not totally certain what caused it, but after gaining a 5th Specialist Slot from the UA that specific city stopped gaining more Slots from Citizen expenditure.

The other cities seemed perfectly capable of gaining more slots though. Is there some sort of maximum number of a specific specialist type?

In my case, this city had 3 or 4 Writer Specialist Slots, then afterwards stopped gaining any Slots. Was the wheel just landing on Writer again which was at max so nothing happens?

@Gaboom, thanks for the feedback. I've noticed that some times the logic in the code behind the promotions does cause some unintended issues, particularly the third of the ones you mention. I'll look into the rest, and see if I can fix it soon-ish.
And no, only the units you kill in friendly/owned territory is suppose to count in the stacked buff, but then first *active* when in foreign/enemy/not-owned territory.

I noticed a couple oddities regarding the Unique Units promotion.

1) After it capped at 50% and then defeated another unit it creates a new Promotion on the Unit, which then also stacks +5% > +10% > +15% > etc.

2) Although the description says it needs to defeat units in friendly lands; The Unit seems to gain a stack of this buff regardless of where the Unit kills enemies.

Note: I've not actually gone to war with other Civilizations, so I cannot confirm whether I gain a Stack from killing enemies in Foreign territory.

3) I seem to gain the boost to damage regardless of whether I am in Neutral or while in Territory that I own.

Are you intended to gain a Stack of the Buff after killing barbarians in neutral territory? If so, I feel like the term "Non-Foreign" would better describe the Promotion requirement instead of "Friendly"

@JEELEN, re your first point, the Lusaĝlugal roughly translates to a military officer. You can check this with one of the several Sumerian-English dictionaries that can be found online. Likewise, the unit has unique promotions also referencing Sumerian military terms. Re your second point, it is very much correct that the empire/kingdom controlled by Shulgi (and his father before him) is what is today known as Ur III, short for the Third Dynasty of Ur. This name has the disadvantage of not being very much in line with civ V's naming convention. Besides, this civ is supposed to be about the renaissance of Sumer culture happening during the Ur III era, which is why I feel it adequately justified to call the civ Neo-Sumer.

I applaud the effort, but this 'Neo-Sumer' is about as made up as the 'lugallugal' unit name, which literally translates to 'great man great man' (as in Lugalzaggesi, one of the kings.) In other words, the 3rd dynasty of Ur (or Ur III) is the correct term.
