Having fleet power displayed takes strategy away from the game. All I need is outpower the enemy fleet power my a significant margin and march in to win, knowing the war will end shortly I can overproduce ships my economy can't support in a long term.
Were the fleet powers and numbers hidden from me I would be reluctant to do that which will involve risks and I would also have more strategic options such as fortifying my borders and retreating in an even battle if I am not sure if the fleet I'm fighting is the entiretly of enemy's force.
Information alone is the single most important variable in real wars and strategic games but too often games ignore it IMO.

AI declears war to Stagnats and get rekt. Simply because Stagnats have small amount of ships but those are really powerful, so they can annihilate huge fleets. AI doesnt know how strong the other empire actually is. That leads to very many problems in AI behavior
Probably not. AI has always typically been pretty aggressive, regardless of their comparative fleet strengths.
